Adobe Photoshop CS3 Will Not Install

I turned off firewall and antivirus. I uninstalled ALL Adobe and Macromedia programs, including Flash and Acrobat. I used Windows Install Cleanup Utility to remove them. I downloaded the CS3 Clear from Adobe and cleared at levels 1, 2, ...
